The Initial Approval Process

An Initial Approval (also referred to as "Original" approval) process may involve the approval of one or more programs at a new, previously unapproved institution. While CSAAVE approval is program specific, many of the approval criteria (e.g., probationary policy, disciplinary policy and grading system, etc.) are institutional in nature, applying to more than one program. The original approval process is a lengthier and more detailed process than revisions and supplemental approval processes. The appropriate application to be completed are as follows:

Each education or training provider must designate at least one Certifying Official. This individual or individuals will be responsible for signing VA enrollment certifications, change in student status certifications, and certifications of delivery of advance payments. The applications for an Initial Approval have been written specifically for the applicable type of training you wish to provide for the veteran or dependent of a veteran (Accredited IHL/NCD or Non-Accredited IHL/NCD). In order to apply, the school must have been in continuous operation for at least two years although there are some exceptions to this rule (Refer to CFR section 21.4251(c). When we receive your application, one of our Education Specialists will review it for completeness. This individual will usually be your point of contact for the remainder of the original approval process.

When the Education Specialist has determined that the application is complete, he or she will call and set up a mutually agreed time to meet at your location for an original visit. This visit serves as an inspection of the premises, a review of all necessary licenses, and most importantly, a face-to-face meeting for training and to answer any and all questions. Instructions will be provided. We will also cover the record keeping requirements.

Upon completion of the original visit, and assuming all items are covered, we will then forward the completed application package to USDVA for their acceptance. You will receive notice from USDVA that your school or training establishment has been accepted, and that you may begin enrolling veterans in your program(s).

This process usually takes 60-90 days depending upon completion of the packet, letters, etc. If you have veterans currently enrolled, we are allowed by law to backdate the approval for up to one (1) year, depending on the start date of the veteran's training.

After receipt of the original visit and approval package, we will require an annual or bi-annual update of the application (the current approval expires when your last approved catalog expires). The update usually requires submission only of changed cataloged items (prices, wages, instructors, etc.). Also, if you have had any veterans enrolled for the fiscal year (October-September), we will conduct an annual supervisory visit to your school or training establishment to check veterans' records. If you have not had any veterans enrolled that year, we will not visit. The approval to train veterans is strictly voluntary on your part, and can be withdrawn upon your request at any time. We would only ask that you provide for completion of training of currently enrolled veterans.
