The State Approving Agency (SAA) authority and approval process was established by act of Congress in 1947 to insure that Veteran's/eligible dependents can use the GI Bill educational entitlement in an approved educational program. CSAAVE, as directed by the Governor, is 100 percent Federally Funded and operates under an annual reimbursement contract with the Department of Veterans Affairs. The primary function of CSAAVE is to review, evaluate and approve quality educational and training programs for Veteran's benefits. Under the provisions of Chapters 30, 32, and 35 of Title 38, United States Code, Chapter 1606 of Title 10, United States Code, and Chapter 1607 of Title 10, United State Code the CSAAVE approves the following training establishments:
- Colleges and Universities
- Vocational Schools
- Business Schools
- Professional Schools
- Licensing and Certification Tests (If required for certification or licensure in an occupation. The cost of the license or test may be reimbursable using GI Bill benefits).
All of the above courses or training must lead to an educational, professional or vocational objective. Courses in bartending and personality development are avocational and recreational in character and are specifically prohibited from approval by law. CSAAVE must specifically approve each program of education into which an institution wishes to enroll veterans and other eligible persons. If an institution operates a branch or extension facility, training and courses offered at those sites must be approved separately.
CSAAVE does not approve the following education or training programs:
- Vocational Flight Schools
- Apprenticeships
- On-the-Job Training Programs
- Correspondence Schools
- Vocational Rehabilitation
- Unaccredited institutions or programs not approved or exempt by the inoperative Bureau for Private Postsecondary and Vocational Education
The following is a list of entitlement programs for which CSAAVE has approval and supervisory responsibilities:
- Montgomery GI Bill - Active Duty (Chapter 30)
- Montgomery GI Bill -- Selected Reserve (Chapter 1606)
- Veterans Educational Assistance Program (VEAP), (Chapter 32)
- Survivors' and Dependents' Educational Assistance Program, (Chapter 35)
- Reserve Educational Assistance Program (REAP), (Chapter 1607)
